I have laid before the Secretary of State for

Foreign Affairs your letter, 12913, of the 16th instant

enclosing a copy of a telegram from the Governor of

Hongkong protesting against the repudiation of the

undertaking given by the Viceroy of Wuchang to His

Majesty's Consul-General at Hankow in 1905 regarding

the Canton-Hankow Railway.

In this connection I am to enclose, for the in-

formation of the Secretary of State for the Colonies,

copies of correspondence which has passed between this

Department and the Chinese Minister upon the subject,

and to call your attention to the recent telegrans

from and to His Majesty's Minister at Peking, of which

paraphrases have been sent you, from which it will be

seen that a strong protest has also been addressed by

Sir J. Jordan to the Chinese Government against what
